董煜，清华大学中国发展规划研究院常务副院长、研究员。曾在国家发展改革委、中央财经委员会办公室工作，曾任中财办经济二局副局长。是党的十八大以来中央经济工作决策的亲历者之一，深度参与多年中央经济工作会议、中央财经委会议等重要会议相关工作。

董煜老师是中国近几个五年规划编制工作的主要参与者之一。是国家“十一五”、“十二五”规划纲要起草组主要成员，党的十八届五中全会“十三五”规划建议起草组正式成员，中央“十四五”、“十五五”规划总体思路研究课题组核心成员，国家“十五五”规划主题主线和战略基点课题组组长。是工信部、中央网信办、国家知识产权局、国家粮储局等多部委“十五五”专家委员会成员，担任多个领域“十五五”规划基本思路研究课题组组长。

董煜老师是当前权威媒体宣传解读中央经济工作精神的主要参与者之一，近年来数百次在中央主要媒体解读中央经济工作，其中约70次在《新闻联播》和《焦点访谈》接受采访，是中央纪委网站十九届五中全会、六中全会和中国式现代化公开课的主讲人之一，是全国统一大市场、数字中国规划等中央文件的官方指定解读专家。

Dong Yu serves as the Executive Vice Dean and Researcher at the China Institute for Development Planning at Tsinghua University. He previously held positions at the National Development and Reform Commission (NDRC) and the Office of the Central Financial and Economic Affairs Commission, where he served as Deputy Director-General of the Second Economic Bureau. A key figure in China’s economic policymaking since the 18th National Congress of the Communist Party of China, he has played a pivotal role in the organization and execution of major economic meetings, including the Central Economic Work Conference and Central Financial and Economic Affairs Commission meetings.

Professor Dong has been instrumental in shaping several of China’s Five-Year Plans. He was a core member of the drafting teams for the 11th and 12th Five-Year Plan Outlines, an official drafting team member for the 13th Five-Year Plan recommendations at the Fifth Plenary Session of the 18th CPC Central Committee, and a key contributor to the research frameworks of the 14th and 15th Five-Year Plans. Additionally, he leads the research group focused on the themes, main lines, and strategic foundations of the 15th Five-Year Plan. He is also a member of expert committees overseeing the 15th Five-Year Plan in multiple central ministries, including the Ministry of Industry and Information Technology (MIIT), the Cyberspace Administration of China (CAC), the China National Intellectual Property Administration (CNIPA), and the National Food and Strategic Reserves Administration. His leadership extends across various research groups responsible for shaping the fundamental frameworks of the 15th Five-Year Plan in multiple sectors.

As one of the foremost interpreters and communicators of China’s central economic policies, Professor Dong has been a prominent voice in authoritative media outlets. Over the years, he has provided expert insights on economic policies hundreds of times in major national media, including approximately 70 appearances on CCTV Evening News and the Focus Interview. He has also served as a keynote speaker for public lectures on the Fifth and Sixth Plenary Sessions of the 19th CPC Central Committee and on the concept of Chinese modernization, as featured on the Central Commission for Discipline Inspection (CCDI) website. Furthermore, he is an officially designated expert responsible for interpreting key central government documents, including those concerning the National Unified Market and Digital China Planning.
